New restrictive measures have just been announced to limit construction works in Scotland.

The Scottish government has ordered construction work to stop on all sites apart from a list published of “essential” projects. Following consultation with the STUC, Unite the Union and Construction.  

 

Essential Projects are limited to:

 

  • Those to create or repurpose facilities which will be used directly in Covid-19 related activities.
  • Projects to create or repurpose facilities which will be used to accommodate key workers, or free up space in facilities to be used directly in Covid-19 related activities.
  • Projects which are considered essential public services.
  • The repair and maintenance of critical infrastructure.
     

Non-essential sites where work should stop include:

 

  • Domestic housing.
  • Schools, further and higher education institutions and early years provision.
  • Office buildings and other commercial properties.
  • Leisure.
  • Retail.
  • Warehousing.
  • Garages and showrooms.
  • Ecclesiastical.
  • Community centres.
  • Non-health related civic buildings.
  • Public realm – hard and soft including (but not limited to) roads, which includes footpaths, footways, cycle lanes and verges; pavements; parks; and grassy areas.
  • Justice and custodial.
     

The latest guidance also states that any project deemed essential can only continue operating if it can comply with guidance on social distancing, safety and welfare.

In the UK the government has confirmed that, despite the publication of Version 2, construction sites should continue to operate in accordance with Version 1 of the Site Operating Procedures published by the Construction Leadership Council on 23 March 2020.   Version 2 with further clarifications is being reviewed to take note of significant feedback received.

Is it therefore inevitable that rest of the UK construction industry will have no option but follow Scotland’s lead?
